Va. Beach police caught up in investigation of questionable photos

VIRGINIA BEACH, VA. (MyFox Hampton Roads) -- While a picture may be worth 1000 words, it seems the story behind these pictures is still developing.

Two Virginia Beach Police officers were photographed with their hands on a woman's thigh and leg and another taken with one officer pretending to arrest the same woman as she strikes a revealing pose. The photos appeared earlier this week on a website called TheDirty.com.

"We had another police station contact us to let us know there could be some photos of our police officers on the Internet," said Virginia Beach Police Spokesperson Adam Bernstein.

Bernstein would not say whether his office was contacted by Richmond Police, but that city's officers are also pictured on the website posing provocatively with girls. Nik Richie runs TheDirty.com. He calls it the first ever reality blog.

"We have a following called 'The Dirty Army,'" said Richie. Everyday people submit pictures they think are dirty.

"We verified the images that they weren't doctored. The police cars were real, they weren't doctored. Everything was legitimate, we have photoshop experts that work for us," said Richie.

WAVY.com tracked down and spoke with the person who took the photos. He says the pictures of beach police were taken last October at the oceanfront.

He says, "They would take the picture and then she would get frisky and tell them she was going to pose. I mean, they played along, let's put it that way."

Bernstein says Virginia Beach Police Officers take pictures with tourists all the time as part of police community relations. As for the pictures in question -- "We don't know if it's a picture getting ready to be taken and in a split second they change the angle of the way they're standing," said Bernstein.

Bernstein would not say if the officers were on duty at the time. He does say the incident is under investigation as a personnel matter.

So what do people in Virginia Beach think?

"I was shocked. I don't believe police officers should do that," said Danielle Werner.

"It could be an unfortunate instance/picture where it might not be what it looks like," said Kasey Heiland.

Lucas County man was shot and killed by a Portsmouth police

PORTSMOUTH, Va. - A former Lucas County man was shot and killed by a Portsmouth police officer Thursday night after lunging at the officer with a knife, authorities said.

Christopher W. Bacome, 29, formerly of 5243 Patriot Drive in Washington Township, was pronounced dead at the scene.

Police arrived at the Westwind Apartments about 7 p.m. soon after an out-of-state relative called them to report fears that Mr. Bacome was about to kill himself, said Ann Hope, a spokesman for the Portsmouth Police Department in southeastern Virginia.

Upon arrival, officers learned from a witness that Mr. Bacome had locked himself in the bathroom and that there was blood on the bathroom floor. When officers tried to get inside, Mr. Bacome lunged at them with a knife, Ms. Hope said.

When Mr. Bacome did not comply with orders to drop the knife, an officer shot him, she said.

It was undecided as of yesterday afternoon whether the officer who shot Mr. Bacome would be placed on administrative leave, she said. The officer's name has not been released by police.

Mr. Bacome was raised in Maumee by his late grandmother, Patricia A. (Poling) Bullock, according to her January, 2005, obituary published in The Blade.

In 2002, he married Stacy L. Wells, according to Ohio marriage records.

He owns the home on Patriot Drive, but was listed in the 2005 obituary as a resident of Norfolk. Attempts to reach Mr. Bacome's family were unsuccessful.

PHILADELPHIA - JUNE 26, 2008 (WPVI) -- 44-year old Andre Moore is being held at the 18th Police District by the very officers he apparently wanted to kill.

At least that's the message he allegedy sent out to the world in a disturbing, hate filled rant on YouTube.

"When you shoot the cops, you shoot them dead.", Moore is heard saying.

Moore allegedly posted this video on the internet demonstrating how to use a Colt .275 to shoot cops.

What police also find disturbing is that Moore is employed as a security guard at Einstein Medical Center, the hospital where Officer Chuck Cassidy died of gunshot wounds six months ago.

"We lost three police officers to guns on the streets of Philadelphia, and this idiot's out there promoting this message.", said Thomas Burke, of the Pennsylvania Gun Violence Task Force.

Moore's anger is directed mostly at the 18th district where he was cited for minor offenses last month.

"I can't stand the 18th district," the videotaped rant continues. "That's why I rejoice whenever they shoot a cop in Philadelphia. 'Cause I hate them."

And Moore dosen't stop there.

He goes on to promote violence in a city that is struggling to turn the tide.

"Continue killing the 18th district police. I promote violence in Philly. Promote violence in Philly."

Moore faces a number of charges, including aggravated assault.

And he's charged with corruption of minors.

That's because the cameraman is his 12 year old son.

And his son's 14 year old friend is seen in a follow up video posted just yesterday.

Police used a battering ram on his door at six this morning.

Moore's wife is also a security officer, and doesn't want her face shown.

She says she was outraged when she learned of the video this past Saturday.

"I am very upset. I'm upset at him. How dare he jeopardize our family, and jeopardize my career?"

This case will be watched very closely as it moves through the court system. It could set a precedent. Legal experts tell Action News the arrest, based on an internet video, is questionable in terms of First Ammendment Constitutional rights. The D.A. says free speech ends when you incite others to shoot police officers.

Reaction to video "We lost three officers in this city to guns. It's outrageous for him to be promoting this message," says Thomas Burke, of the Pennsylvania Gun Violence Task Force.

Action News Reporter David Henry spoke to Moore's angry wife through her door.

"I am very upset at him. Very angry. Why did he jeopardize our family? Why did he jeopardize my career?" she screamed.

Moore was cited for minor offenses in the 18th district last month. Now he's behind bars for some major crimes, including aggravated assault, making terroristic threats and corrupting a minor. That charge is because the video was allegedly taped by his 12 year old son. But a Villanova law professor is skeptical that these charges will hold any weight in court.

Michael Carroll summed it up this way. "I'm not saying this is popular speech or that this is a responsible opinion. It's clear people are going to be upset by it, but that doesn't make it criminal."

Carroll believes this arrest stems solely from Moore's speech and nothing else, and speech, regardless of how hateful, is protected under the First Amendment.

"If you go on the internet, on websites on YouTube, you're going to find white power videos advocating violence against African-Americans and Jews, so there's lots of hatred on the internet."

Carroll adds the aggravated assault charge may be the most questionable because Moore as far as we know, advocated, but never attempted to hurt anyone.

The district attorney told Action News free speech ends when you incite others to shoot police officers. However, when we asked for a definition of aggravated assault, the office had no comment.

"When you start punishing people for what they say, " says Carroll, you're undermining the whole basis of freedom in this society."

The video has been removed from YouTube. The company says it violates it terms of use. Moore is expected be arraigned overnight.

VA Senate passes gas tax increase

RICHMOND, Va. (AP) -- Virginia's midsummer legislative quest for transportation funding will linger into July.

The state Senate approved a Democratic-backed 6-cents-per-gallon gas tax increase Wednesday, while the House pushed back its first committee vote on Gov. Timothy M. Kaine's highway funding bill at least until Thursday.

Either measure would raise about $1 billion a year, and both face likely defeat in a House of Delegates controlled by anti-tax Republicans. But with lawmakers recessing Thursday for four days, the earliest the full House can address either bill would be Tuesday.

A man being held in the Eastern Shore Regional Jail in Eastville on charges related to a carjacking and stabbing in Cape Charles last Sunday has committed suicide.

According to Northampton County Sheriff Jack Robbins, Wayne Consepceon Bibbins, 26, of Fairview was found at approximately 11:30 p.m. last Wednesday, hanging in the cell he occupied by himself.

Bibbins had been arrested two days before his death and charged with aggravated malicious wounding, carjacking and robbery in connection with an incident which occurred in Cape Charles Sunday night.

Bibbins was being held with bond denied after being charged by the Cape Charles Police Department.

At the time of Bibbins' arrest, Police Chief David Eder said the investigation into the stabbing was continuing and more arrests would be made.

Well that is strange with a Capital S, Since they have video cameras in the place in front of the cell blocks and on the very top floor of the jail, their are two cells with camera pointed right in them, So I can only guess that someone wasn't doing their job.

I guess its policy to just throw them in a cell and forget about them. Also I going to guess this happen in the old jail, and not the office space that was converted in a jail, which looks likes more of a dog kennel then a jail. But then again this is VA so-call justice at work

Tarrant County Jail officials say they’re not in charge inmates’ medical care.

“It makes us feel bad,” said Tarrant County Sheriff Terry Grishom. “We’re getting blamed that a jailer didn’t dispense medication, but jailers never dispense medication whatsoever.”

I'm sure they had some one who does this for them. They like most jail have a outside medical service contact, however its still for the Officers to make sure everyone is ok at all times.

Since Officials of the jail does not allow the inmate to have their meds with them then they are responsible for the medical care of those inmates that need medicines. I can only hope this lady's family sues the hell out of that jail and all officers and medical staff there.

Now I know from first hands that the Officers in Chesapeake jail doesn't handled mes anymore since they built the new jail, they have an outside medical services, which are no better. In my case I know this for a fact that the nurse they have need more training.

Once you are booked and if you are not bail out, and you have to stay in jail, well you will be seen by one of these low paid assholes. They will take blood to check for communicable diseases (they also check you dna without you knowing it), then you get a TB skin test. In my case I was expose to TB when I was 9, very long time ago. Once you have a p+ skin test you should never have another skin test(most dr's and nurse will tell you this), you will need to have a chest X-ray. When I told the nurse that I couldn't have the skin test that I would need the x-ray, however in her so call wisdom she told me the skin test would do. This test is to be read two days later, well in my case, within four hours I had a nice fifty cent piece bump on my arm. In my case the damn nurse just didn't listern, however it was policy, you see the skin test is cheaper then an x-ray. Which in three days the medical unit had to give me the x-ray anyway, so where did they save money, nowhere.

Charges against Western Branch student sent to grand jury

CHESAPEAKE

Gun charges against an 18-year-old Western Branch High student have been certified to the grand jury for possible indictments.

Antonio J. Atkins was arrested April 4 after a fellow student told school officials about a gun on school grounds. Officers searched Atkins and found a .22-caliber handgun and ammunition, police said.

A grand jury will hear charges against Atkins for possession of a firearm on school property and possession of a weapon by a felon. A misdemeanor charge of carrying a concealed weapon was dismissed today in Chesapeake General District Court. Atkins, a resident of the 3300 block of Golden Oaks Lane in Western Branch, is being held in the City Jail without bond.

so let me get this right, if you are a felon with a gun on school, you get no bond, however if you are a female charge with rape of a young boy, you get a PR Bond till you trial. I guess this poor kid, whom could be black got the wrong judge to hear his case. Then again the judges must show a strong stand on guns in school while its ok to rape young kids...
